PUBLIC AUTHORITIES · FIRST STEP
An initial meeting to clarify the public issue, the decision to be made, and the information already available. It is neither free consultancy nor the automatic start of an appointment: it establishes whether the conditions exist for a professional next step.
01 WHO IT IS FORMunicipalities, Cantons, foundations, parishes, public bodies, and institutions that administer an asset, a territory, or a decision with collective effects. | 02 WHAT TO PREPAREPolitical or operational objective, location, availability of the asset, existing documents, known constraints, stakeholders, and the decision the institution must make. |
03 WHAT WE VERIFYScope, completeness of sources, missing data, alternatives, responsibilities, specialist expertise, and approval steps to clarify. | 04 WHAT HAPPENS NEXTIf the issue is relevant, Bau Lütz proposes a written scope for a pre-study, further investigation, or subsequent appointment with explicit activities, responsibilities, and outputs. BEFORE YOU BEGIN
The first meeting is most useful when the issue, sources, and person responsible for the decision can be identified.
| OBJECTIVE What must become possible. | SOURCES Which data exist and which are missing. | RESPONSIBILITY Who decides, authorises, and coordinates. | NEXT STEP What must be formalised. |
We collect documents, surveys, constraints, approvals, site conditions and sources. Every material fact must lead back to evidence, a check or an accountable person.
Assumptions remain explicit. We compare scenarios by function, impact, phases, resources, indicative cost, maintenance, risk and missing data before selecting a direction.
At each step we identify the decision, who owns it, the criteria, timing and consequences. Specialist work begins only under a defined appointment.
Initial frameworks, registers, maps, scenarios, minutes, matrices and dossiers may be produced as the mandate requires. Format and depth are agreed; no output is automatic.
VERIFICATION METHOD
Question: what needs to improve or become possible? Bau Lütz response: we define the expected result, the scope, and the conditions that cannot be ignored.
Question: how will we know whether the project is moving in the right direction? Bau Lütz response: we identify indicators, sources, and checks proportionate to the decision.
Question: which possibilities are realistic? Bau Lütz response: we compare scenarios while distinguishing data, assumptions, advantages, limits, and risks.
Question: who decides, and on what basis? Bau Lütz response: we make the responsible party, the criteria, and the operational consequences explicit.
Question: how is the process kept traceable? Bau Lütz response: we organize deliverables, sources, revisions, and decisions in an updatable dossier.
Question: who verifies and updates? Bau Lütz response: we assign activities and checks to the parties actually appointed.
